Ainsi, pour v\u00e9rifier le respect, par chaque soumissionnaire, de ses obligations sociales en mati\u00e8re de minimum salarial, le pouvoir adjudicateur a proc\u00e9d\u00e9 en appliquant la formule \u00ab\u00a0division du prix HTVA annuel pour nettoyer une implantation par le nombre de jours de prestations \u00e0 effectuer par an et par le nombre d&rsquo;heures quotidiennes de nettoyage \u00e0 prester\u00a0\u00bb. Ce faisant, il a pu confronter le prix moyen horaire propos\u00e9 par chaque soumissionnaire au taux U.G.B.N. applicable et constater, ou non, le respect de celui-ci. Toutefois, et eu \u00e9gard, d&rsquo;une part, \u00e0 la n\u00e9cessit\u00e9 de prendre en compte plusieurs types de salaires minimaux correspondant aux diff\u00e9rents types de travailleurs et, d&rsquo;autre part, aux affirmations, non \u00e9tay\u00e9es, quant au recours \u00e0 des travailleurs pour lesquels les charges sociales sont r\u00e9duites, l&rsquo;application de cette formule et le prix moyen ainsi obtenu ne permettent pas de v\u00e9rifier le respect des normes salariales impos\u00e9es aux soumissionnaires par la commission paritaire 121, et ce quand bien m\u00eame le respect de ce taux U.G.B.N applicable serait v\u00e9rifi\u00e9.
