Le recours \u00e0 des agents de l’administration pour \u00e9valuer les offres soumises et conseiller l’autorit\u00e9 comp\u00e9tente par la r\u00e9daction de rapports n’est pas une pratique rare dans l’attribution des march\u00e9s publics. Ces agents ne doivent pas n\u00e9cessairement constituer un jury au sens de la r\u00e9glementation des march\u00e9s publics, dont la composition et le fonctionnement devraient \u00eatre express\u00e9ment indiqu\u00e9s dans le cahier sp\u00e9cial des charges et dont les membres devraient d\u00e9montrer une expertise particuli\u00e8re dans les mati\u00e8res en cause.
