La d\u00e9cision de recourir \u00e0 une proc\u00e9dure n\u00e9goci\u00e9e sans publication pr\u00e9alable n’a pas \u00e9t\u00e9 d\u00e9cid\u00e9e pour d\u00e9roger au principe de concurrence mais pour satisfaire le plus rapidement possible le besoin imm\u00e9diat de doter l’ensemble de la population belge de masques.
